EU legislation: Hygiene of Foodstuffs (HACCP)
EU-Sri Lanka Partenariat 2004 The EU -Sri Lanka Partenariat 2004, largest one-to-one business-matching event in Sri Lanka was held on 3 rd and 4 th of June 2004 at the BIMCH. The EU-Sri Lanka Partenariat 2004 was an European Commission initiative (Asia Invest Programme) to promote business co-operation between small and medium enterprises (SMEs) from Sri Lanka and Europe . The European Chamber of Commerce Sri Lanka (ECCSL) organized the EU-Sri Lanka Partenariat 2004.
Minister of Trade, Development & Consumer Affairs, Honourable Jeyaraj Fernandopulle wasthe chief guest at the inauguration of the EU- Sri Lanka Partenariat 2004, Other VIP guests included: HE Philip McDonagh-Ambassador, Embassy of Ireland, India, HE Susan Blankhart, Ambassador, Embassy of the Kingdom of the Netherlands, Sri Lanka, Wouter Wilton -Charge d Affairs, Delegation of the European Commission to Sri Lanka. Senior Diplomats form European Union countries and other countries as well as other dignitaries graced their presence at this occasion.
It was widely accepted that the EU-Sri Lanka Partenariat was a success. 150 Sri Lankan companies and 100 companies from the European Union participated in this event Over 1400 one-to- one business meetings took place during these two days.

Go-East Partenariat in Sala- Sweden
ECCSL took a delegation of eight local companies to the Go-East Partenariat in Sala- Sweden in June 2004.
G O -E AST P ARTENARIA was a special event that provided enterprises with a platform for making new contacts and developing broader business opportunities. 400 companies from different countries within and outside Europe participated at this event.

"HACCP Certification in Sri Lanka - For the EU Market" As the follow-up programme (November 2003) to the Sri Lanka companies in the Food and Feed Industry the Chamber organized the second workshop titled " HACCP Certification in Sri Lanka - For the EU Market "
The programme was designed to provide Sri Lankan companies a comprehensive awareness as to the process of gaining and implementing the HACCP Certification within a Sri Lankan organization.
The Consultants for the workshop were Mr. S L Ginige from the Sri Lanka Standards Institution and Mr. V Perera from Moody International (Pvt) Ltd.
Doing Business with Belgium- visit of new Trade Commissioner of Flanders
Mr. Peter Verplancken, The Economic and Trade Commissioner of Belgium , Flanders , and who is responsible for the promotion of trade relations between India , Sri Lanka , Pakistan , Bangladesh , Nepal , Bhutan , the Maldives and Flanders , Belgium , made an official visit to Sri Lanka , in February 2004. Mr Verplancken is also responsible for promoting expo rts and investment opportunities between
Belgium and the South East Asian Region and he acts as a facilitator for investors who are interested in investing in Belgium for the EU market. The main purpose of Mr Verplancken's visit was to promote trade and investment between Sri Lanka and Belgium .
The European Chamber of Commerce of Sri Lanka in partnership with Ceylon Chamber of Commerce organized presentation titled "Doing Business with Belgium ".
APPAREL SECTOR WORKSHOPS FOR SMALL TO MEDIUM ENTERPRISES (SMES)
The European Chambers of Commerce of Sri Lanka (ECCSL) conducted two half-day workshops for the SMEs in the Apparel sector April 2004.The titles of the two workshops were:
"PRODUCTIVITY IMPROVEMENT AND COST REDUCTION FOR MANUFACTURERS"
"TARGET EUROPE
The workshops were specifically aimed at developing productivity and improving sales and marketing to Europe .
Peter Wilson, a leading Apparel expert from UK , conducted both workshops. Mr. Wilson has very wide and detailed experience at plant, company and industry level of the Textile and Apparel Industry.

Senior Experten Service (SES)- Consultancy Service -Seminar
ECCSL conducted seminar on free consultancy services offered by SES on July 2004.
Senior Experten Service (SES ) is a German non-profit organization (sponsored and supported by the German Government and the major German industrials associations) promotes vocational training, further education and qualification of specialists and managers in Germany and abroad.
SES have more than 5800 senior Expert in over 50 branches of industry , ranging from electrical and mechanical engineers to agricultural, marketing administration, chemical and health-care experts. With their life-long job experience, Senior Experts are in a position to offer fast, practical support in solving acute technical and operational problems on site - on an honorary basis. Their assignments are for a maximum of six months.

To investigate with companies based in the SAARC region , their assessments of the possibilities for enhanced trade and investment with enterprises of the European Union
European Union Delegation (SAARC-trade and Investment Promotion) in conjunction with European Chamber of Commerce of Sri Lanka conducted a seminar on possible enhancement of trade between SAARC Region and European Union. The seminar was conducted by Dr Peter O' Brien of the European Union (SAARC-trade and Investment Promotion division)

EU- Enlargement- Awareness/ Opportunity Seminar
1 May 2004 marked an historic moment as Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia joined the EU as new member states sealing a period of enormous change.

Seminars 2005 PANEL DISCUSSION -THE ROLE OF THE PRIVATE SECTOR IN THE POST TSUNAMI RECONSTRUCTION AND REHABILITATION EFFORT
The Tsunami waves that swept around the Sri Lanka 's coast line on 26 th December 2004 left a huge trail of devastation.
Over 35,000 people dead.
One million people have been displaced.
90,000 houses been damaged or destroyed.
800 km rail tracks destroyed.
Road network in the South and East cost have been damaged.
Bulk of Tourist industry's infrastructure in the south and east cost have been destroyed or damaged.
Fishing industry has been severely effected.
According to the latest Central Bank figures, the estimated cost of rebuilding country is US$1.5 billion. This is a Herculean task and the Government alone is not in a position to perform this task. Therefore, the role that the private sector can play in the reconstruction phase is very important.
The European Chamber of Commerce of Sri Lanka conducted a panel discussion on - The Role of the Private sector in the Post Tsunami Reconstruction and Rehabilitation Effort on Thursday 27 th January, Gregory's Room Taj Samudra Hotel Colombo 3.

Expert advice for local companies

Background
Food safety is the key issue in EU food legislation. Food crises in the nineties put safety on the top of the agenda in EU food policies, which has lead to a restructuring of EU food legislation. The General Food Law, Regulation (EC) 178/2002, constitutes the framework of European food law. The General Food Law establishes that all food marketed in the EU must be safe and further lays down requirements on transparency in the food chain. Regulation (EC) 852/2004 on the hygiene of foodstuffs defines certain specific hygiene requirements for food imported into the EU. The applications of the Regulation will enter into force on 1 st January 2006 at the earliest. The most important aspect of this Regulation is that hygiene requirements based on a HACCP system will also be legally binding for food produced outside the EU.
The new mandatory traceability requirement applies to all food (including tea), animal feed, food producing animals and all types of food chain operators from the farming sector to processing, transport, storage, distribution and retail to the consumer.

The European Chamber of Commerce of Sri Lanka (ECCSL) has invited EU Food Hygiene expert Dr. Uwe-Jens Salzer (CV attached) from Germany to provide expert advice on how to be compliant with the above regulations, and what steps and action are required to obtain HACCP certification. Dr Salzer is an expet in the follwing fields:

Dr Salzer will in Sri Lanka from 11 th – 27 th January 2006. During this period, Dr Salzer will be available to visit your factories, processing units, laboratories to provide expert advice on the necessary steps required to comply with EU regulations. |
